Abstract: ABSTRACT A program of health promotion in Pematangsiantar city has not reached the target, that is 65% PHBS in the year of 2010. The program target achievement of health promotion in the year of 2008 was PHBS at household management showed that among 210 houses which had been covered, only 52 (25%)were categorized health. The total of baby who had got the exclusive ASI were 22% from 5539 babies (data from health departement of Pematangsiantar city, 2007) The purpose of this research is to analysis the influence of competency (knowledge, attitude and skill) into the performance of Puskesmas (Health Center) promoter in the performanceing area Health Departement of Pematangsiantar in 2009. Its design is Explanatory Research with the sample is 34 Puskesmas promoter. Its statistical test is Multiple Regresi Linear. Equality with Y = 0,925+0,391 xi The result of research showed that there was a significant influence between competency (knowledge, attitude and skill) and the performance of health promoter in Pematangsiantar in 2008, It is each significance is (sig < 0.05) To be expected that there is rule of regional government of Pematangsiantar to increase the competency of health promoter in allocating the funds of training and education which are purposed to increase the restoration and performance of health promoter, the further research
